M\u00fcsl\u00fcman bir fikir ve devlet adam\u0131 olan Said Halim Pa\u015fa\u2019n\u0131n \u0130slam \u00fczerindeki s\u0131k\u0131nt\u0131lar\u0131n\u0131 anlatan bir eser. Me\u015frutiyetten \u0130slami hayat\u0131n siyasi yap\u0131s\u0131na kadar sekiz ayr\u0131 konuda yay\u0131nlanm\u0131\u015f kitaplar\u0131n bir b\u00fct\u00fcn\u00fc.<\/p>\n

  1. ME\u015eRUT\u0130YET<\/strong><\/li>\n<\/ol>\n

    – 1876 Anayasas\u0131n\u0131 halkan fazla halk\u00e7\u0131 ge\u00e7inenler devletin m\u00fcmessili s\u0131fatlar\u0131na milletin koruyucusu s\u0131fat\u0131n\u0131 ekleyerek h\u00fck\u00fcmdara kar\u015f\u0131 milleti alet ederek n\u00fcfuz kazanmay\u0131, hem milleti hem sultan\u0131 kullanmak isteyenler haz\u0131rlad\u0131.<\/p>\n

    – Bu anayasa bat\u0131l\u0131lar\u0131n bask\u0131s\u0131yla 1908\u2019de kabul edildi. Eski Anayasa de\u011fi\u015ftirildi ama tecr\u00fcbesiz ve \u015f\u0131mar\u0131k meclis \u00fcyeleriyle uygulanamad\u0131. Usuller, adetler, sosyal s\u0131n\u0131flar ortadan kalkt\u0131. Avrupa\u2019n\u0131n medeniyeti bir anda al\u0131nmak istenince isyan ahlak\u0131 geli\u015fti.<\/p>\n

    – Herkes h\u00fcrriyet\u00e7i, h\u0131rs\u0131zlar bile millet avukat\u0131 kesildi (o zaman da h\u00fcrriyet, musavet, adalet vb. ).<\/p>\n

    – Avrupa\u2019n\u0131n kendi sosyal yap\u0131s\u0131na uygun ve onun i\u00e7in ideal kanunlar\u0131 tatbik ederek ula\u015ft\u0131\u011f\u0131 noktaya bizim b\u00fcnyemizin sosyal farkl\u0131l\u0131\u011f\u0131na bakmadan ayn\u0131 kanunlar\u0131 uygulayarak ula\u015fmak istedik.<\/p>\n

    – Bizde devlet adamlar\u0131 olsa bile yanl\u0131\u015f te\u015fhis ve tedavi metodlar\u0131 ile imk\u00e2ns\u0131z \u015feyleri yapmay\u0131 istediklerinden en iyi insanlar\u0131m\u0131z\u0131 yabanc\u0131 kanunlar u\u011fruna harcad\u0131k.<\/p>\n

    – Anayasa, \u00f6rf, adet, geleneklerimizi dikkate almadan aynen al\u0131nan kanunlarla \u0131slah yap\u0131la yap\u0131la halk art\u0131k \u0131slaha olan inanc\u0131n\u0131 da yitirdi.<\/p>\n

    – Osmanl\u0131\u2019n\u0131n son d\u00f6nemi halk\u0131 cahil y\u0131\u011f\u0131nlar olu\u015fturdu\u011fu i\u00e7in \u00e7ok geni\u015f h\u00fcrriyetler haz\u0131ms\u0131z bir demokrasi olaca\u011f\u0131 i\u00e7in vekilleri se\u00e7im hileleri ile halka kabul ettirildi.<\/p>\n

    – F\u0131trata ve hayat ger\u00e7eklerine z\u0131t kanunlar dayat\u0131ld\u0131.<\/p>\n

    – Bat\u0131 toplumunda asalet vard\u0131r, halk burjuvas\u0131 vard\u0131r. Oysa bunlar bizde yoktur. Bizdeki m\u00fctevekkil ve kay\u0131ts\u0131z fedak\u00e2rl\u0131ktan mahrum memur s\u0131n\u0131f\u0131 bat\u0131daki aristokrat s\u0131n\u0131f\u0131 gibi sorumluluk ve bilin\u00e7 ta\u015f\u0131maz ki devlet de onlar\u0131n misyonunu eda etsin.<\/p>\n

    – Sosyal yap\u0131 kanunlarla de\u011fi\u015fmez. \u0130slam\u2019da imtiyaz \u015fahsi ve menfiden de\u011fil, ilim ve Allah korkusundan gelir. Bu da istibdat getirmez. Bat\u0131da, ise kanl\u0131 s\u0131n\u0131f ve mezhep \u00e7at\u0131\u015fmalar\u0131 vard\u0131r.<\/p>\n

    – Bat\u0131da \u00fcst\u00fcnl\u00fc\u011f\u00fcn \u00f6l\u00e7\u00fcs\u00fc olmad\u0131\u011f\u0131ndan ayn\u0131 sosyal seviyedeki insanlar farkl\u0131 s\u0131n\u0131flara y\u00fckselenleri e\u015fitsiz sayarlar, de\u011fi\u015ftirmek isterler. \u0130mtiyazl\u0131 s\u0131n\u0131f ise direnir.<\/p>\n

    – Demokrasi; aristokrasi ayr\u0131m\u0131 olan bat\u0131n\u0131n e\u015fitlik anlay\u0131\u015f\u0131d\u0131r. Bizde aristokrasi yok ki b\u00f6yle bir h\u00fcrriyet aray\u0131\u015f\u0131 olsun.<\/p>\n

    Anayasa; Osmanl\u0131 \u0131rk, lisan, millet olarak o kadar farkl\u0131d\u0131r ki b\u00f6yle bir yap\u0131ya Avrupal\u0131n\u0131n akl\u0131 ermez. Bu birlik \u0130slam birli\u011fidir.<\/p>\n

    – Avrupa\u2019da ise m\u00fctecanis unsurlar as\u0131rlar sonra birlik sa\u011flam\u0131\u015flard\u0131r. Onlar\u0131n yap\u0131s\u0131na uygun bir me\u015frutiyet bizim yap\u0131m\u0131z\u0131 da\u011f\u0131tmak demektir.<\/p>\n

    – Taklit\u00e7ilik milli ve bat\u0131l\u0131 diye ayr\u0131m getirdi. \u00d6zellikle adliye ve maarifte b\u00fct\u00fcn problem me\u015frutiyet d\u00e2hil ne istersek hep a\u015f\u0131r\u0131ya ka\u00e7mam\u0131zd\u0131r.<\/p>\n

    – Sultan Hamit\u2019i \u015fartlar \u00f6yle olmaya zorlam\u0131\u015ft\u0131r. Meclis-i Me\u015fruta ise mutedil ve makul insanlardan yoksundur. Meclis tecr\u00fcbesiz ve bilgisiz, milli his ve hayallerle dolu ihtilalcilerden olu\u015fmaktad\u0131r.<\/p>\n

    \u0130ttihat ve Terakki de taklit\u00e7ili\u011fin kurban\u0131 olmu\u015ftur. Her d\u00f6nemde en mesuliyetli olanlar ayd\u0131nlar ve tecr\u00fcbelilerdir.<\/p>\n

    1. TAKL\u0130T\u00c7\u0130L\u0130\u011e\u0130M\u0130Z<\/strong><\/li>\n<\/ol>\n

      – H\u00fcrriyet insano\u011flunun manevi ve fikri ilerlemesiyle hakikati aramas\u0131n\u0131n bir meyvesidir.<\/p>\n

      – Hayal i\u00e7erisinde ya\u015fay\u0131p e\u015fyadan fikirlere gidemiyor, her \u015feyi tenkid edip \u00fcmitsizle\u015fiyoruz.<\/p>\n

      – Ba\u015fka milleti taklit tehlikelidir. E\u015fitlik bizde k\u00f6lelikten kurtulma, kin, haset duygusu uyand\u0131rmaz. \u00c7\u00fcnk\u00fc bizde asilzade ve ruhban s\u0131n\u0131f\u0131 olmam\u0131\u015ft\u0131r. Her \u0131rk, mezhep zaten e\u015fittir.<\/p>\n

      – Dikkatli ve uzak g\u00f6r\u00fc\u015fl\u00fc olmad\u0131\u011f\u0131m\u0131zdan istibdattan sonra a\u015f\u0131r\u0131 parlamentarizme ge\u00e7ince fazla halk\u00e7\u0131 ve serbest\u00e7i olduk. Oysa ihtiya\u00e7lara uymayan suni \u015feyler kendili\u011finden kaybolmaya mahkumdur.<\/p>\n

      – Partiler ve kavgalar bize siyasi h\u00fcrriyet getirecek zannedip kurduk. Husumet ve rekabeti k\u00f6r\u00fckledik. Mebuslar birbirlerine \u015fiddetle d\u00fc\u015fmanl\u0131k yap\u0131nca me\u015frutiyet (demokrasi) y\u00fckseliyor san\u0131p safdilane memnun olduk. Oysa hakikat tam aksidir. \u0130nsanlar siyasi \u00e7eki\u015fme yerine sevgi ve dostlukla daha verimli olurlar.<\/p>\n

      – Fenciler rekabet olmad\u0131\u011f\u0131 i\u00e7in m\u00fcthi\u015f bir h\u0131zla ilerliyorlar. Bizdeki \u00e7eki\u015fmeler, partiler ve millet vekilleri suni olu\u015fturulmu\u015ftur. Milli ve \u0131rki y\u00f6nler k\u00f6r\u00fckleniyor.<\/p>\n

      – K\u00f6t\u00fc niyetli az\u0131nl\u0131klar ve partiler meclise me\u015frutiyet (demokrasi) diye girdiler.<\/p>\n

      – Osmanl\u0131 d\u00fc\u015fman\u0131 olup her de\u011fi\u015fikli\u011fi iyi zannedip, \u00f6rf ve adetleri bir anda de\u011fi\u015ftirmeye kalk\u0131\u015ft\u0131k. Taklit\u00e7ili\u011fin sonu bug\u00fcnk\u00fc gibi anar\u015fidir.<\/p>\n

      – Bat\u0131l\u0131 demokrasiye, adaletsizli\u011fe, bask\u0131ya kar\u015f\u0131 sava\u015farak e\u011fitim ve vatanseverlikle ula\u015fm\u0131\u015ft\u0131r. Bizde bask\u0131 yoktur ki demokrasi aray\u0131\u015f\u0131 olsun. Kom\u015fudan \u0131smarlama olmaz.<\/p>\n

      1. F\u0130KR\u0130 BUHRANIMIZ<\/strong><\/li>\n<\/ol>\n

        – Ayd\u0131nlar\u0131m\u0131z bat\u0131 hayran\u0131d\u0131r, kendi memleketini tan\u0131maz, y\u0131k\u0131c\u0131 tenkitler yapar, meseleleri izah ve ispat edemedi\u011fi i\u00e7in inkar eder. Memleketin sosyal, dini ger\u00e7eklerini bilmez. Fakat bize ak\u0131l hocal\u0131\u011f\u0131na kalk\u0131\u015f\u0131r. Y\u0131kmaya u\u011fra\u015f\u0131r.<\/p>\n

        – Bat\u0131l\u0131 d\u00fczeltir, bizimki y\u0131kar. Islah yerine y\u0131kmaya u\u011fra\u015f\u0131r. Yeni \u015feye ula\u015fan tecr\u00fcbeleri olmad\u0131\u011f\u0131 i\u00e7in zorbal\u0131\u011fa yeltenir. Keyfi hareketlerle ink\u0131lap\u00e7\u0131, hakim-i mutlak olur.<\/p>\n

        – Bat\u0131 hayranlar\u0131n\u0131n hali tedavi i\u00e7in t\u0131p kitab\u0131 okuyanlara benzer. Kendisinde b\u00fct\u00fcn hastal\u0131klar\u0131 var zannederek hayat\u0131 katlan\u0131lan bir y\u00fck, \u00e7aresiz bir \u0131zd\u0131rap sayar. B\u00fct\u00fcn bilgileri kendini bilmemek esas\u0131na dayand\u0131\u011f\u0131 i\u00e7in daha da kar\u0131\u015f\u0131k bir hal al\u0131r.<\/p>\n

        – Bat\u0131 hayranlar\u0131 manevi, sosyal ve siyasi meselelerde<\/p>\n

        1. Kendi ahlak\u0131m\u0131z\u0131 ve maneviyat\u0131m\u0131z\u0131 bilmezler ve \u00f6\u011frenmeye tenezz\u00fcl etmezler.<\/li>\n
        2. Bizimle ilgisiz pek \u00e7ok yol ve metot bilirler.<\/li>\n<\/ol>\n

          – Bunun sonucunda bizi nevzuhur bir millet g\u00f6r\u00fcrler. Bu da ruhen ve fikren g\u00f6\u00e7 do\u011furur.<\/p>\n

          – Yabanc\u0131dan \u00e7ok yabanc\u0131 olduklar\u0131ndan fikirler \u00fczerinde muhitin tesirini ihmal ederler.<\/p>\n

          – Edebiyat ve fikirde samimiyetsizdirler. Zeka eseri s\u00f6z ve tav\u0131rlarla karamsarl\u0131k var.<\/p>\n

          – Asalaklar kendi muhitlerinde yabanc\u0131d\u0131rlar ve bizi Avrupa\u2019ya asalak yapmaya \u00e7al\u0131\u015f\u0131rlar.<\/p>\n

              – Bilgi de\u011fil, ahlak eksikli\u011fimiz sebebiyle azim, sebat, irade bo\u015fluklar\u0131m\u0131za ra\u011fmen ilim ve sanat elde etmek istiyoruz. Herkes kendini d\u00fczeltmeli.<\/p>\n

              – Kad\u0131n h\u00fcrriyeti medeniyet ba\u015flatmaz, bat\u0131r\u0131r. Hak eden h\u00fcrriyeti kendisi al\u0131r. Bizde kad\u0131nlardan gaspedilmi\u015f bir h\u00fcrriyet de\u011fil, i\u00e7timai yap\u0131m\u0131z b\u00f6yledir.<\/p>\n

              – Ciddi cemiyetler kad\u0131nlardan ulvi, bozuk cemaatler de kad\u0131nlardan s\u00fcfli \u015feyler ister. Sosyal ve siyasi meseleler kar\u0131\u015ft\u0131r\u0131ld\u0131\u011f\u0131 i\u00e7in Avrupa\u2019daki feministlerin siyasi hak talepleri bizdekilere sosyal hak ve h\u00fcrriyet talebi olarak aksetmi\u015ftir.<\/p>\n

                – Bat\u0131 ruhbanlar\u0131n dini otoritelerini kaybetmemek i\u00e7in kitleleri hakikatlerden mahrum ettiler. Bar\u0131 medeniyeti ilkel his ve inan\u00e7lara, sald\u0131rgan ve m\u00fcstebit bir ruha mezhep kavgalar\u0131ndan do\u011fan kin ve nefretle giri\u015fti.<\/p>\n

                        – Tabiat\u0131 ara\u015ft\u0131rma ve fen ilimlerine vak\u0131f olma M\u00fcsl\u00fcmanlarca terk edilmi\u015ftir aradan as\u0131rlar ge\u00e7mesine ra\u011fmen sosyal ve ahlaki ilimlerin temeli olan f\u0131k\u0131h bizim tamamen gerilemememize engel olmu\u015ftur art\u0131k ilim ve fende yol a\u00e7\u0131lm\u0131\u015ft\u0131r.<\/p>\n

                        – Bat\u0131c\u0131lar\u0131m\u0131z \u0130slami esaslar\u0131 ara\u015ft\u0131rmalar\u0131 neticesinde de\u011fil, maddi zevklere kar\u015f\u0131 s\u0131n\u0131rs\u0131z h\u0131rslar\u0131 sebebiyle reddetmektedirler.<\/p>\n

                        – Bat\u0131da durum art\u0131k vehimdir. Her\u015fey mubah zannedilmektedir. Bat\u0131n\u0131n ger\u00e7ek ve de\u011fi\u015fmez bir sosyal hedefi yoktur. \u0130slam devletinin halk\u0131na verdi\u011fi h\u00fcrmet ve itaat duygusunu bat\u0131 verememi\u015ftir. \u0130zmlerin hi\u00e7bir \u00f6nemi yoktur.<\/p>\n

                        – Bat\u0131da h\u00fcrriyet ve e\u015fitlik sunidir. S\u0131n\u0131flar aras\u0131 rekabet be husumetler hala vard\u0131r.<\/p>\n

                        – Bir cemiyet ancak sab\u0131r ve ak\u0131lla as\u0131rlarca ahlakl\u0131 bir terbiyeden ge\u00e7irilip tarafs\u0131z ve m\u00fcsamahal\u0131 olma meziyetlerini kazan\u0131rsa e\u015fit hak ve vazifelere ula\u015fabilir. Bat\u0131da istek ve gayeler \u00e7ok farkl\u0131 ve z\u0131t oldu\u011fu i\u00e7in her biri kendi sosyal s\u0131n\u0131f\u0131 ve bunlar da partileri olu\u015fturdu. Hepsi de devleti ele ge\u00e7irip kullanmay\u0131 arzu eder.<\/p>\n

                        – Y\u00fcr\u00fctme (icra) kuvveti siyasi partiler elinde alettir. Yasama (te\u015fri) ayn\u0131 \u015fekilde taraft\u0131rlar ve zorbal\u0131\u011f\u0131 me\u015fru g\u00f6r\u00fcr. (\u00d6rne\u011fi bug\u00fcnk\u00fc sistemimizdir.)<\/p>\n

                        – Bat\u0131n\u0131 siyasi yap\u0131s\u0131 onun sosyal yap\u0131s\u0131na uygundur. Biz tabii ahlaki kanunlar\u0131 bilmedi\u011fimizden siyasi istiklalimizi kaybettik. Bat\u0131n\u0131n sosyal felaketi ise tabii ahlaki kanunlar\u0131 bilmemesinden olacakt\u0131r.<\/p>\n

                        – \u0130slamiyet\u2019te siyaset: Parlamento kanun koyucu de\u011fil murak\u0131pt\u0131r. Vazifesi iyi bir idare ve adaletle birlikte cemiyetin ilerlemesinde yard\u0131mc\u0131 olmakt\u0131r.<\/p>\n

                        – Yasama hakk\u0131 bat\u0131da siyasi, \u0130slam\u2019da ise sosyaldir ve selahiyet gerektirir. B\u00f6ylece ortaya konulan kurallar vicdanlarda sayg\u0131 ve korku uyand\u0131r\u0131r. Yoksa istibdat zalimlere kanun istismar\u0131, mazlumlara halktan ka\u00e7\u0131p ter\u00f6re s\u0131\u011f\u0131nma hissi verir. Devlet bakanl\u0131\u011f\u0131 sistemi vard\u0131r. G\u00fc\u00e7 siyasi organlara b\u00f6l\u00fcnmez. Bug\u00fcnk\u00fc sistemin geldi\u011fi noktad\u0131r.<\/p>\n

                        – Te\u015fri hakk\u0131n\u0131 elde tutan meclis salahiyetli insanlardan olu\u015fur ve vazifesi h\u00fck\u00fcmeti murakabedir. Hak ve salahiyetler birle\u015fince istiklaliyet olur.<\/p>\n

                        – Bat\u0131da siyasi partiler tamamen farkl\u0131 yollar\u0131 temsil eder. Bizde ise ayn\u0131 gayeye ula\u015fman\u0131n de\u011fi\u015fik yollar\u0131 aran\u0131r. Sosyal yap\u0131 ne kadar iyiyse siyaset o kadar az olur.<\/p>\n

                        – \u0130slami sistemlerde murakabe (meclis), te\u015fri (yasama), icra (y\u00fcr\u00fctme) m\u00fcstakildir. \u015eeriat\u0131 hakim k\u0131lmakla h\u00fck\u00fcmete destek olurlar.<\/p>\n

                        – Bat\u0131l\u0131la\u015fma toplumu anar\u015fiye s\u00fcr\u00fcklemi\u015f, hayati meseleler \u00e7ok basit\u00e7e ele al\u0131nm\u0131\u015ft\u0131r. Yegane \u00e7are \u0130slam\u2019dan ilham alarak medeniyet yoluna y\u00fcr\u00fcmektir.<\/p>\n

                        – Bu \u00e7ok b\u00fcy\u00fck i\u015f cesaret ve sars\u0131lmaz iman ister. \u00c7ok keskin bir iman laz\u0131md\u0131r ki o iman sahibi a\u011f\u0131r vazifesini ba\u015fars\u0131n, gerekli g\u00fcc\u00fc, deste\u011fi ve irade kuvvetini o imanda bulabilsin (bu fikir adamlar\u0131 da Risale-i Nur Mektebinde yeti\u015fecektir).<\/p>\n

Biz s\u0131n\u0131rlar\u0131 m\u00fcdafaa harbi istiyorduk, fakat Almanlar bizi tuza\u011fa d\u00fc\u015f\u00fcrd\u00fcler. Sait Halim Pa\u015fa\u2019n\u0131n istifas\u0131 kabul edilmedi.<\/p>\n
